Bilindi\u011fi gibi asgari \u00fccret on milyonlarca yurtta\u015f\u0131n derdi, milyonlarca i\u015f\u00e7inin ve hanenin ya\u015fam ko\u015fullar\u0131n\u0131 ilgilendiren \u00e7al\u0131\u015fma hayat\u0131n\u0131n en temel konular\u0131ndan, s\u0131n\u0131f m\u00fccadelesinin temel alanlar\u0131ndan biridir. Bu nedenle i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n ve emek d\u00fcnyas\u0131n\u0131n bu \u00f6nemli ba\u015fl\u0131\u011f\u0131n\u0131 biz de y\u0131llard\u0131r kapsaml\u0131 ara\u015ft\u0131rmalarla kamuoyunun g\u00fcndemine ta\u015f\u0131yoruz.<\/p>\n<p style=\"font-weight: 400;\">T\u00fcrkiye\u2019de asgari \u00fccretin kapsam\u0131n\u0131n giderek geni\u015fledi\u011fini ve di\u011fer \u00fccretlerin asgari \u00fccrete yak\u0131nsad\u0131\u011f\u0131n\u0131 y\u0131llard\u0131r vurguluyoruz. Ku\u015fkusuz asgari \u00fccret kapsam\u0131n\u0131n yayg\u0131nl\u0131\u011f\u0131n\u0131n \u00f6nde gelen nedeni sendikala\u015fma ve toplu i\u015f s\u00f6zle\u015fmesi kapsam\u0131n\u0131n d\u00fc\u015f\u00fckl\u00fc\u011f\u00fc, te\u015fmil mekanizmas\u0131n\u0131n uygulanmamas\u0131d\u0131r. \u00d6te yandan siyasal iktidar\u0131n y\u0131llard\u0131r asgari \u00fccreti otoriter-korporatist bir yakla\u015f\u0131mla tek ba\u015f\u0131na belirmesi ve bunu se\u00e7im manivelas\u0131 olarak da kullanmas\u0131 genel \u00fccret d\u00fczeyinin asgari \u00fccrete yak\u0131nsamas\u0131na ve asgari \u00fccretle \u00e7al\u0131\u015fanlar\u0131n kapsam\u0131n\u0131n geni\u015flemesine yol a\u00e7\u0131yor.<\/p>\n<p style=\"font-weight: 400;\">\u00d6nceki y\u0131llardaki ara\u015ft\u0131rmalar\u0131m\u0131zda oldu\u011fu gibi bu y\u0131l da asgari \u00fccretin kapsam\u0131na ili\u015fkin T\u00dc\u0130K Hanehalk\u0131 \u0130\u015fg\u00fcc\u00fc Ara\u015ft\u0131rmas\u0131\u2019na (H\u0130A) dayanarak asgari \u00fccretin kapsam\u0131n\u0131n olduk\u00e7a geni\u015f oldu\u011funu ortaya koyduk. Bu, ara\u015ft\u0131rmam\u0131z\u0131n \u00f6zg\u00fcn yanlar\u0131ndan biridir.<\/p>\n<p style=\"font-weight: 400;\">Ara\u015ft\u0131rmam\u0131z\u0131n \u00f6zg\u00fcn yanlar\u0131ndan bir di\u011feri ise asgari \u00fccretin Ki\u015fi Ba\u015f\u0131na Gayri Safi Yurti\u00e7i Has\u0131la ile ili\u015fkisinin ortaya konulmas\u0131d\u0131r. Ara\u015ft\u0131rmada buna ili\u015fkin de\u011ferlendirmelere yer verdik. Asgari \u00fccretin ulusal d\u00fczeyde belirlendi\u011fi 1974\u2019ten bu yana asgari \u00fccretin b\u00f6l\u00fc\u015f\u00fcmdeki yerini ortaya koyduk.<\/p>\n<p style=\"font-weight: 400;\">Elinizdeki ara\u015ft\u0131rma bilimsel \u00f6l\u00e7\u00fctler dikkate al\u0131narak haz\u0131rlanmaya \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r. Ara\u015ft\u0131rma bir sendikal ara\u015ft\u0131rma merkezinin sendikal politikalar\u0131n olu\u015fturulmas\u0131na destek olmak amac\u0131yla haz\u0131rlad\u0131\u011f\u0131 bir \u00e7al\u0131\u015fmad\u0131r. Bu nedenle salt teknik bir yakla\u015f\u0131mdan uzak durulmu\u015f, bilimsel \u00f6l\u00e7\u00fctlere ba\u011fl\u0131 kal\u0131narak politika y\u00f6nelimli sosyal ve s\u0131n\u0131fsal bir yakla\u015f\u0131m\u0131 merkeze alan bir y\u00f6ntem tercih edilmi\u015ftir.<\/p>\n<p style=\"font-weight: 400;\">Ara\u015ft\u0131rmada \u00e7ok say\u0131da veri kayna\u011f\u0131 kulland\u0131k ve asgari \u00fccret \u00fczerine \u00e7al\u0131\u015fma yapan \u00e7ok say\u0131da ara\u015ft\u0131rmac\u0131dan yararland\u0131k. Hepsinin eme\u011fine sa\u011fl\u0131k. Ku\u015fkusuz ara\u015ft\u0131rmada g\u00f6z\u00fcm\u00fczden ka\u00e7abilecek olas\u0131 hatalar t\u00fcm\u00fcyle bize aittir.<\/p>\n<p style=\"font-weight: 400;\">Ara\u015ft\u0131rman\u0131n yararl\u0131 olmas\u0131n\u0131 diliyor ve ara\u015ft\u0131rmaya d\u00f6n\u00fck katk\u0131 ve ele\u015ftirileri bekledi\u011fimizi \u00f6zellikle vurgulamak istiyoruz.<\/p>\n<p style=\"font-weight: 400;\"><a href=\"http:\/\/arastirma.disk.org.tr\/wp-content\/uploads\/2024\/12\/ASGARI-UCRET-ARASTIRMASI-2025.pdf\">D\u0130SK-AR Asgari \u00dccret Ara\u015ft\u0131rmas\u0131 2025&#8217;e eri\u015fmek i\u00e7in t\u0131klay\u0131n\u0131z.<\/a><\/p>\n<h2 style=\"text-align: center;\"><strong>Geni\u015fletilmi\u015f Bas\u0131n \u00d6zeti<\/strong><\/h2>\n<h4>Asgari \u00fccret hakk\u0131nda \u00e7arp\u0131tmalar ve ger\u00e7ekler 1:<br \/>\nAsgari \u00fccret enflasyonun sebebi de\u011fil!<\/h4>\n<p style=\"font-weight: 400;\">Asgari \u00fccret konusunda en yayg\u0131n iddialardan biri asgari \u00fccret art\u0131\u015f\u0131n\u0131n enflasyona yol a\u00e7aca\u011f\u0131 \u015feklindedir. \u00dccret-fiyat sarmal\u0131 (spirali) iddias\u0131 g\u00fcn\u00fcm\u00fczde de \u00f6zellikle ana ak\u0131m iktisat \u00e7evreleri ile h\u00fck\u00fcmet ve i\u015fveren \u00f6rg\u00fctleri taraf\u0131ndan s\u0131k s\u0131k tekrarlan\u0131yor. Oysa \u00fccret-fiyat sarmal\u0131ndan s\u00f6z etmek m\u00fcmk\u00fcn de\u011fildir. Tersine fiyat-\u00fccret sarmal\u0131 (spirali) s\u00f6z konusudur. \u00c7\u00fcnk\u00fc i\u015f\u00e7ilerin enflasyon kar\u015f\u0131s\u0131nda \u00fccretlerini kendili\u011finden art\u0131rma olana\u011f\u0131 yoktur. Fiyatlar serbest\u00e7e artarken i\u015f\u00e7iler, al\u0131m g\u00fcc\u00fcndeki kayb\u0131 telafi etmeye \u00e7al\u0131\u015f\u0131rlar. \u0130li\u015fkinin y\u00f6n\u00fc \u00fccretlerden enflasyona do\u011fru de\u011fil, enflasyondan \u00fccretlere do\u011frudur. T\u00fcrkiye k\u00e2r itilimli bir enflasyon s\u00f6z konusudur.<\/p>\n<p style=\"font-weight: 400;\">T\u00fcrkiye\u2019de 2005-2023 aras\u0131 d\u00f6nemde asgari \u00fccrete baz\u0131 y\u0131llarda resmi enflasyonun olduk\u00e7a \u00fczerinde reel art\u0131\u015flar yap\u0131ld\u0131 (2016, 2019 ve 2023 gibi). 2005-2015 aras\u0131nda (baz\u0131 y\u0131llar hari\u00e7) asgari \u00fccret art\u0131\u015flar\u0131 genellikle resmi enflasyondan y\u00fcksek seyretti. Ancak bu durum enflasyonu tetiklemedi. \u00d6rne\u011fin, 2012\u2019de asgari \u00fccrete y\u00fczde net 11,8 oran\u0131nda zam yap\u0131ld\u0131. Bir \u00f6nceki y\u0131l\u0131n (2011) enflasyonu y\u00fczde 10,5\u2019ti. 2012\u2019de enflasyon y\u00fczde 6,2\u2019ye geriledi. Benzer durum 2016 y\u0131l\u0131 i\u00e7in de ge\u00e7erlidir. Asgari \u00fccrete AKP d\u00f6neminde en y\u00fcksek reel art\u0131\u015f\u0131n yap\u0131ld\u0131\u011f\u0131 2016\u2019da enflasyon bir \u00f6nceki y\u0131la g\u00f6re d\u00fc\u015ft\u00fc.<\/p>\n<p style=\"font-weight: 400;\">Y\u00fcksek enflasyon \u00fccretlerin al\u0131m g\u00fcc\u00fcn\u00fc d\u00fc\u015f\u00fcr\u00fcrken \u015firket k\u00e2rlar\u0131nda da y\u00fckseli\u015f g\u00f6zleniyor. \u0130stanbul Sanayi Odas\u0131 (\u0130SO) 500 b\u00fcy\u00fck \u015firket ara\u015ft\u0131rmas\u0131 verilerine g\u00f6re \u015firket k\u00e2rlar\u0131 enflasyondan daha h\u0131zl\u0131 artarken \u00fccret-maa\u015f gelirleri y\u00fcksek enflasyon d\u00f6nemlerinde d\u00fc\u015f\u00fcyor. Ayn\u0131 durum i\u015fg\u00fcc\u00fc \u00f6demelerinin Gayri Safi Katma De\u011fer i\u00e7indeki pay\u0131 i\u00e7in de s\u00f6z konusudur.<\/p>\n<p style=\"font-weight: 400;\">Asgari \u00fccret enflasyonu tetiklemiyor. T\u00fcrkiye\u2019nin son y\u0131llardaki verileri bunu s\u00f6yl\u00fcyor. Asgari \u00fccrete zam yapmaman\u0131n sebebi kaynak ve para yoklu\u011fu de\u011fil, b\u00f6l\u00fc\u015f\u00fcm meselesinde tutulan saft\u0131r. Y\u00fcksek enflasyon d\u00f6nemlerinde emek gelirlerini bast\u0131rmak sermayeye kaynak aktarma arac\u0131d\u0131r.<\/p>\n<h4>Asgari \u00fccret hakk\u0131nda \u00e7arp\u0131tmalar ve ger\u00e7ekler 2:<br \/>\nAsgari \u00fccret art\u0131\u015f\u0131 istihdam\u0131 d\u00fc\u015f\u00fcrmedi!<\/h4>\n<p style=\"font-weight: 400;\">Asgari \u00fccret art\u0131\u015f\u0131na kar\u015f\u0131 yap\u0131lan bir di\u011fer itiraz (asgari) \u00fccret art\u0131\u015flar\u0131n\u0131n istihdam\u0131 d\u00fc\u015f\u00fcrece\u011fi ve i\u015fsizli\u011fi art\u0131raca\u011f\u0131 y\u00f6n\u00fcndedir. T\u00fcm bu iddialara kar\u015f\u0131l\u0131k asgari \u00fccretin y\u0131ll\u0131k ortalama art\u0131\u015f\u0131 ile y\u0131ll\u0131k i\u015fsizlik ve istihdam oranlar\u0131 aras\u0131nda iddia edilen bir ili\u015fki bulunmuyor. Ba\u015fka bir ifadeyle, asgari \u00fccretin art\u0131\u015f oranlar\u0131 ile y\u0131ll\u0131k i\u015fsizlik ve istihdam oranlar\u0131 art\u0131\u015f\u0131 aras\u0131nda do\u011frusal bir ili\u015fki yoktur. Asgari \u00fccretin di\u011fer y\u0131llara g\u00f6re nispeten daha y\u00fcksek artt\u0131\u011f\u0131 d\u00f6nemlerde dahi i\u015fsizlikte belirgin bir art\u0131\u015f ve istihdamda azal\u0131\u015f olmad\u0131\u011f\u0131 g\u00f6r\u00fcl\u00fcyor.<\/p>\n<p style=\"font-weight: 400;\">\u00d6rne\u011fin asgari \u00fccretin di\u011fer y\u0131llara g\u00f6re nispeten y\u00fcksek artt\u0131\u011f\u0131 (y\u0131ll\u0131k ortalama y\u00fczde 104) ve y\u0131lda iki kez zam yap\u0131ld\u0131\u011f\u0131 2023 y\u0131l\u0131nda dar tan\u0131ml\u0131 (resmi) i\u015fsizlik oran\u0131 y\u0131ll\u0131k y\u00fczde 10,4\u2019ten y\u00fczde 9,4\u2019e gerilemi\u015f, istihdam oran\u0131 ise y\u00fczde 47,5\u2019ten y\u00fczde 48,3\u2019e y\u00fckselmi\u015ftir.<\/p>\n<h4>Asgari \u00fccret hakk\u0131nda \u00e7arp\u0131tmalar ve ger\u00e7ekler 3:<br \/>\nB\u00f6lgesel asgari \u00fccret \u00e7\u00f6z\u00fcm de\u011fil!<\/h4>\n<p style=\"font-weight: 400;\">2025 asgari \u00fccret tespiti \u00f6ncesinde b\u00f6lgesel asgari \u00fccret \u00f6nerileri tekrar g\u00fcndeme getiriliyor. T\u00fcrkiye\u2019de b\u00f6lgesel asgari \u00fccret 1951-1974 aras\u0131nda uyguland\u0131 ve 1974\u2019te terk edildi. B\u00f6lgesel asgari \u00fccret konusu 50 y\u0131l \u00f6nce vazge\u00e7ilen bir uygulamad\u0131r. T\u00fcrkiye bu y\u00f6ntemi denemi\u015f ve vazge\u00e7mi\u015ftir. D\u00fcnyada federal ve eyalet sistemine sahip az say\u0131da \u00fclke d\u0131\u015f\u0131nda b\u00f6lgesel asgari \u00fccret uygulamas\u0131 yoktur.<\/p>\n<p style=\"font-weight: 400;\">B\u00f6lgesel asgari \u00fccret hem hukuksal hem de sosyal sak\u0131ncalar yarat\u0131r. \u00d6te yandan b\u00f6lgesel asgari \u00fccret \u00f6nerisi asgari \u00fccretin tan\u0131m\u0131yla ve \u00f6z\u00fcyle \u00e7eli\u015fen bir \u00f6neridir. Asgari \u00fccret, bir \u00fclkedeki en d\u00fc\u015f\u00fck \u00fccrettir. Onun alt\u0131 olamaz. Bu Anayasa\u2019ya ve e\u015fitlik ilkesine ayk\u0131r\u0131 olur. B\u00f6lgesel asgari \u00fccret mevcut asgari \u00fccret \u00e7\u0131tas\u0131n\u0131n \u00e7ok alt\u0131na inilmesine ve gelir da\u011f\u0131l\u0131m\u0131 adaletsizli\u011finin artmas\u0131na yol a\u00e7abilir, b\u00f6lgeler aras\u0131 gelir u\u00e7urumunu derinle\u015ftirici sonu\u00e7lar do\u011furabilir.<\/p>\n<p style=\"font-weight: 400;\">As\u0131l sorun asgari \u00fccretin ortalama \u00fccret haline gelmesidir. Farkl\u0131 b\u00f6lge ve sekt\u00f6rlerde \u00fccretler aras\u0131nda bir denge kurulmas\u0131n\u0131n bir yolu sendikala\u015fma di\u011fer yolu ise imzalanan toplu i\u015f s\u00f6zle\u015fmelerinin sendikas\u0131z i\u015fletmelere te\u015fmil (geni\u015fletilmesi) edilmesidir.<\/p>\n<h4>Asgari \u00fccret hakk\u0131nda \u00e7arp\u0131tmalar ve ger\u00e7ekler 4:<br \/>\nVerimlilik art\u0131\u015f\u0131 asgari \u00fccrete yans\u0131m\u0131yor!<\/h4>\n<p style=\"font-weight: 400;\">Verimlili\u011fin d\u00fc\u015f\u00fck olmas\u0131 nedeniyle \u00fccretlerin d\u00fc\u015f\u00fck kald\u0131\u011f\u0131 iddias\u0131 hem asgari \u00fccret (\u00fclke \u00e7ap\u0131ndaki \u00fccret d\u00fczeyi) hem de \u015firketler d\u00fczeyinde do\u011fru de\u011fildir.<\/p>\n<p style=\"font-weight: 400;\">Asgari \u00fccretin -ulusal d\u00fczeyde verimlilik art\u0131\u015f\u0131n\u0131n bir \u00f6l\u00e7\u00fcs\u00fc olarak kabul edilebilecek olan- Ki\u015fi Ba\u015f\u0131na Gayri Safi Yurt \u0130\u00e7i Has\u0131la\u2019ya oran\u0131 d\u00fc\u015fmektedir. 1974 y\u0131l\u0131nda KB GSYH\u2019nin y\u00fczde 80,6\u2019s\u0131na kar\u015f\u0131l\u0131k gelen br\u00fct asgari \u00fccreti, 2024 y\u0131l\u0131nda tahmini olarak KB GSYH\u2019nin y\u00fczde 46,5\u2019ine gerileyecek. Asgari \u00fccretin bir ulusal verimlilik\/b\u00fcy\u00fcme \u00f6l\u00e7\u00fcs\u00fc olan KB GSYH\u2019ye oran\u0131 d\u00fc\u015fmektedir.<\/p>\n<p style=\"font-weight: 400;\">\u00d6te yandan 500 b\u00fcy\u00fck \u015firkette ki\u015fi ba\u015f\u0131na br\u00fct \u00fccret ve maa\u015f \u00f6demelerinin ki\u015fi ba\u015f\u0131na katma de\u011fere oran\u0131 (\u00fccret verimlilik endeksi) 2006 y\u0131l\u0131ndan bu yana birka\u00e7 y\u0131l hari\u00e7 gerilemi\u015ftir. Avro cinsinden T\u00fcrkiye\u2019den daha d\u00fc\u015f\u00fck asgari \u00fccrete sahip \u00fclkeler Arnavutluk, Bulgaristan, Karada\u011f ve S\u0131rbistan\u2019d\u0131r.<\/p>\n<p style=\"font-weight: 400;\">T\u00fcrkiye\u2019deki asgari \u00fccret sadece Yunanistan, Portekiz ve \u0130spanya gibi Avrupa Birli\u011fi\u2019nin G\u00fcney \u00fclkelerinden ve ABD\u2019den de\u011fil, Polonya, Romanya ve Macaristan gibi Do\u011fu Avrupa \u00fclkelerinden de d\u00fc\u015f\u00fckt\u00fcr.<\/p>\n<p style=\"font-weight: 400;\">T\u00fcrkiye\u2019de asgari \u00fccretin ortalama y\u0131ll\u0131k art\u0131\u015f h\u0131z\u0131n\u0131n da pek \u00e7ok Avrupa \u00fclkesinden d\u00fc\u015f\u00fck oldu\u011fu g\u00f6r\u00fclmektedir. T\u00fcrkiye\u2019de avro cinsinden asgari \u00fccret son 10 y\u0131lda (2014-2024) y\u0131ll\u0131k ortalama y\u00fczde 3,8 oran\u0131nda artm\u0131\u015ft\u0131r.<\/p>\n<h4>Asgari \u00fccret eriyor:<br \/>\nAsgari \u00fccretin ki\u015fi ba\u015f\u0131na milli gelire oran\u0131 d\u00fc\u015f\u00fcyor<\/h4>\n<p style=\"font-weight: 400;\">1974\u2019te ki\u015fi ba\u015f\u0131na GSYH\u2019nin y\u00fczde 80,6\u2019s\u0131 d\u00fczeyinde olan br\u00fct asgari \u00fccret 2024\u2019te ki\u015fi ba\u015f\u0131na gelirin y\u00fczde 46,5\u2019ine d\u00fc\u015ft\u00fc.<\/p>\n<p style=\"font-weight: 400;\">Asgari \u00fccretin KB GSYH\u2019ye oran\u0131 24 Ocak kararlar\u0131 ve 12 Eyl\u00fcl darbesi ile h\u0131zla d\u00fc\u015fmeye ba\u015flad\u0131. Asgari \u00fccretin ki\u015fi ba\u015f\u0131na milli gelire oran\u0131 1980\u2019de sert bir d\u00fc\u015f\u00fc\u015fle y\u00fczde 40\u2019a geriledi. Asgari \u00fccretin milli gelir kar\u015f\u0131s\u0131ndaki erimesi ANAP-\u00d6zal h\u00fck\u00fcmetleri d\u00f6neminde (1983-1991) de devam etti ve 1988 y\u0131l\u0131nda ki\u015fi ba\u015f\u0131na milli gelirin y\u00fczde 36\u2019s\u0131na geriledi.<\/p>\n<p style=\"font-weight: 400;\">1989 y\u0131l\u0131nda asgari \u00fccret milli gelir kar\u015f\u0131s\u0131nda en d\u00fc\u015f\u00fck d\u00fczeye (y\u00fczde 34,8) geriledi. Bahar eylemleri ve artan i\u015f\u00e7i hareketlerinin etkisiyle asgari \u00fccret 1991 ve 1992 y\u0131llar\u0131nda bir y\u00fckseli\u015f ya\u015fad\u0131. 2004 ve 2016 y\u0131llar\u0131nda asgari \u00fccretin ki\u015fi ba\u015f\u0131na milli gelire oran\u0131 y\u00fczde 60\u2019a y\u00fckselse de 1980 \u00f6ncesi d\u00fczeye ula\u015famad\u0131. Asgari \u00fccretin Temmuz 2024\u2019te yeniden art\u0131r\u0131lmamas\u0131 nedeniyle asgari \u00fccretin al\u0131m g\u00fcc\u00fc 2024 y\u0131l\u0131nda enflasyon kar\u015f\u0131s\u0131nda ciddi bi\u00e7imde eridi. 2023 y\u0131l\u0131 aral\u0131k ay\u0131nda 17.002 TL olarak saptanan asgari \u00fccret ocak ay\u0131 sonunda i\u015f\u00e7inin cebine girdi\u011finde 1.139 TL kaybederek 15.862 TL\u2019ye gerilemi\u015fti.<\/p>\n<p style=\"font-weight: 400;\">2024 y\u0131l\u0131 resmi enflasyonu tahmin edildi\u011fi gibi y\u0131l sonunda y\u00fczde 44 olarak ger\u00e7ekle\u015firse asgari \u00fccretteki kay\u0131p 7.481 TL\u2019ye y\u00fckselecek. Asgari \u00fccretle \u00e7al\u0131\u015fan\u0131n 2024 y\u0131l\u0131 boyunca ya\u015fan kayb\u0131 ise 55 bin TL\u2019ye yakla\u015ft\u0131. E\u011fer h\u00fck\u00fcmet hedef enflasyon veya a\u00e7\u0131klanan enflasyondan d\u00fc\u015f\u00fck zamda \u0131srar ederse asgari \u00fccretin enflasyon kar\u015f\u0131s\u0131ndaki kayb\u0131 kal\u0131c\u0131la\u015facak.<\/p>\n<h4>Asgari \u00fccret a\u00e7l\u0131k ve yoksulluk s\u0131n\u0131r\u0131n\u0131n alt\u0131nda kald\u0131<\/h4>\n<p style=\"font-weight: 400;\">2024 asgari \u00fccreti al\u0131m g\u00fcc\u00fcn\u00fcn h\u0131zla d\u00fc\u015fmesiyle birlikte a\u00e7l\u0131k ve yoksulluk s\u0131n\u0131r\u0131n\u0131n alt\u0131nda kald\u0131. Kas\u0131m ve aral\u0131k aylar\u0131nda ayl\u0131k enflasyon y\u00fczde 2 olarak a\u00e7\u0131klan\u0131rsa Aral\u0131k 2024\u2019te asgari \u00fccret a\u00e7l\u0131k s\u0131n\u0131r\u0131n\u0131n 4.701 TL (y\u00fczde 27,6) alt\u0131nda kalm\u0131\u015f olacak.<\/p>\n<h4>Asgari \u00fccret alt\u0131n kar\u015f\u0131s\u0131nda da eriyor:<br \/>\nAsgari \u00fccretli 2005&#8217;ten bu yana 20 Cumhuriyet alt\u0131n\u0131 kaybetti<\/h4>\n<p style=\"font-weight: 400;\">Merkez Bankas\u0131\u2019n\u0131n y\u0131ll\u0131k ortalama Cumhuriyet alt\u0131n\u0131 fiyatlar\u0131na g\u00f6re 2003 y\u0131l\u0131nda asgari \u00fccretin y\u0131ll\u0131k tutar\u0131yla 25 ve 2005\u2019te 31 alt\u0131n al\u0131nabilmekteydi. Ba\u015fka bir deyi\u015fle, 2012\u2019de ortalama \u00fccret asgari \u00fccretin 2,3 kat\u0131 iken 2022\u2019de 1,6 kat\u0131na geriledi.<\/p>\n<p style=\"font-weight: 400;\">Verilere g\u00f6re \u00fccretlerin asgari \u00fccrete yak\u0131nsamas\u0131 b\u00fcy\u00fck \u015firketlerde de ger\u00e7ekle\u015fiyor. 500 b\u00fcy\u00fck \u015firkette 2007 y\u0131l\u0131nda br\u00fct asgari \u00fccretin yakla\u015f\u0131k 4 kat\u0131 d\u00fczeyinde olan ki\u015fi ba\u015f\u0131na \u00fccret ve maa\u015f gelirleri 2007\u2019den beri d\u00fczenli olarak geriledi. 2020 y\u0131l\u0131nda asgari \u00fccretin 2,6 kat\u0131na kadar gerileyen br\u00fct \u00fccret ve maa\u015f \u00f6demeleri 2022 y\u0131l\u0131nda 3 kat\u0131 civar\u0131na y\u00fckseldi.<\/p>\n<p style=\"font-weight: 400;\">Asgari \u00fccretin ortalama \u00fccret haline geldi\u011fi TCMB ve farkl\u0131 ara\u015ft\u0131rmac\u0131lar\u0131n yapt\u0131\u011f\u0131 \u00e7al\u0131\u015fmalarla da do\u011frulan\u0131yor.<\/p>\n<h4>Kad\u0131nlar\u0131n ortalama \u00fccret ve maa\u015f geliri asgari \u00fccrete daha yak\u0131n:<br \/>\nKad\u0131nlar\u0131n ortalama \u00fccreti asgari \u00fccretin 1,5 kat\u0131yken erkeklerde bu oran 1.9&#8217;dur<\/h4>\n<p style=\"font-weight: 400;\">2005\u2019te kad\u0131nlar\u0131n ayl\u0131k ortalama \u00fccret ve maa\u015f geliri asgari \u00fccretin 2 kat\u0131 d\u00fczeyindeydi. 2022\u2019de ise kad\u0131nlar\u0131n ortalama \u00fccret ve maa\u015f gelirleri asgari \u00fccretin 1,5 kat\u0131na geriledi. Buna kar\u015f\u0131l\u0131k erkeklerin ayl\u0131k ortalama \u00fccret ve maa\u015f gelirleri kad\u0131nlar\u0131nkinden daha y\u00fcksektir. 2005\u2019te erkeklerin ayl\u0131k ortalama \u00fccret ve maa\u015f geliri asgari \u00fccretin 2,2 kat\u0131 iken, 2022\u2019de asgari \u00fccretin 2,1 kat\u0131 d\u00fczeyindedir. Bu durum asgari \u00fccret a\u00e7\u0131s\u0131ndan toplumsal cinsiyet e\u015fitsizli\u011fini bir kez daha ortaya koymaktad\u0131r.<\/p>\n<h4>AB \u00fclkelerinde ve T\u00fcrkiye&#8217;de asgari \u00fccretin kapsam\u0131:<br \/>\nT\u0130S kapsam\u0131 y\u00fckseldik\u00e7e asgari \u00fccret kapsam\u0131 d\u00fc\u015f\u00fcyor<\/h4>\n<p style=\"font-weight: 400;\">AB \u00fclkelerinde asgari \u00fccret civar\u0131nda \u00e7al\u0131\u015fanlar\u0131n oran\u0131 T\u00fcrkiye\u2019nin aksine d\u00fc\u015f\u00fck orandad\u0131r. Eurofound raporuna g\u00f6re AB \u00fclkelerinde \u00e7al\u0131\u015fanlar\u0131n\u0131n yakla\u015f\u0131k olarak sadece y\u00fczde 4\u2019\u00fc asgari \u00fccrete yak\u0131n \u00fccretlerle \u00e7al\u0131\u015f\u0131yor.<\/p>\n<p style=\"font-weight: 400;\">AB \u00fclkelerinde asgari \u00fccret kapsam\u0131n\u0131n d\u00fc\u015f\u00fck, T\u00fcrkiye\u2019de ise \u00e7ok y\u00fcksek olmas\u0131n\u0131n as\u0131l nedeni AB \u00fclkelerinde sendikala\u015fma ve te\u015fmil uygulamalar\u0131 nedeniyle toplu i\u015f s\u00f6zle\u015fmesi kapsam\u0131n\u0131n y\u00fcksek olmas\u0131d\u0131r. Halen AB \u00fclkelerinde toplu i\u015f s\u00f6zle\u015fmesi kapsam\u0131 y\u00fczde 60\u2019lar\u0131n \u00fczerindedir. Asgari \u00fccret civar\u0131nda \u00fccretle \u00e7al\u0131\u015fan i\u015f\u00e7ilerin oran\u0131n\u0131n d\u00fc\u015f\u00fck oldu\u011fu \u00fclkelerde T\u0130S kapsam\u0131n\u0131n daha y\u00fcksek oldu\u011fu g\u00f6r\u00fclmektedir.<\/p>\n<h4>Asgari \u00fccret \u00fczerindeki vergi ve kesinti y\u00fck\u00fc:<br \/>\nAsgari \u00fccrette vergi istisnas\u0131 \u00e7al\u0131\u015fanlar aleyhine uygulan\u0131yor<\/h4>\n<p style=\"font-weight: 400;\">Asgari \u00fccret vergi istisnas\u0131na tabi olmas\u0131na ra\u011fmen vergi istisnas\u0131n\u0131n matrahtan indirim \u015feklinde de\u011fil de vergiden indirim yoluyla uygulanmas\u0131 \u00e7al\u0131\u015fanlar\u0131 ma\u011fdur ediyor ve daha \u00e7ok vergi \u00f6demelerine yol a\u00e7\u0131yor.<\/p>\n<p style=\"font-weight: 400;\">Asgari \u00fccret istisnas\u0131 vergiden indirim yoluyla uyguland\u0131\u011f\u0131nda i\u015f\u00e7inin vergi ve kesinti y\u00fck\u00fc Eyl\u00fcl 2024\u2019te y\u00fczde 28,6 iken matrahtan indirim yoluyla uyguland\u0131\u011f\u0131nda y\u00fczde 22,6\u2019da kalmaktad\u0131r. 2024 y\u0131l\u0131nda br\u00fct \u00fccreti 35.000 olan bir i\u015f\u00e7i asgari \u00fccret istisnas\u0131n\u0131n vergiden indirim \u015feklinde uygulanmas\u0131 nedeniyle yakla\u015f\u0131k 14-15 bin TL kayba u\u011framaktad\u0131r.<\/p>\n<h4>Vergi tarife dilimi d\u00fc\u015f\u00fck belirleniyor:<br \/>\nYeniden de\u011ferleme oran\u0131na g\u00f6re ilk vergi tarife dilimi 2024 y\u0131l\u0131nda 415 bin TL olmal\u0131<\/h4>\n<p style=\"font-weight: 400;\">\u0130lk vergi tarife dilimlerinin yeniden de\u011ferleme oran\u0131na g\u00f6re art\u0131r\u0131lmamas\u0131 sebebiyle olmas\u0131 gereken ilk vergi tarife dilimi ile belirlenen ilk vergi tarife dilimi aras\u0131ndaki makas h\u0131zla a\u00e7\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p style=\"font-weight: 400;\">2000 y\u0131l\u0131nda 2.500 TL olan ilk vergi tarife dilimi baz kabul edilerek ilk vergi tarife dilimleri yeniden de\u011ferleme oran\u0131na g\u00f6re art\u0131r\u0131lsayd\u0131 2024\u2019te ilk vergi tarife dilimi 288.570 TL olarak uygulanmal\u0131yd\u0131. Oysa 110.000 TL olarak uygulan\u0131yor. 2024\u2019te yeniden de\u011ferleme oran\u0131na g\u00f6re olmas\u0131 gereken ilk vergi tarife dilimi ile mevcut ilk vergi tarife dilimi aras\u0131nda 178.570 TL\u2019lik bir fark s\u00f6z konusudur.<\/p>\n<p style=\"font-weight: 400;\">T\u00dc\u0130K verilerine g\u00f6re Ekim 2024\u2019te on iki ayl\u0131k ortalama de\u011fi\u015fimi ifade eden Yeniden De\u011ferleme Oran\u0131 (YDO) y\u00fczde 43,93 olarak ger\u00e7ekle\u015fti. B\u00f6ylece 2025 y\u0131l\u0131 i\u00e7in olmas\u0131 gereken vergi tarife dilimi 415.339 TL oldu. 2025 y\u0131l\u0131 i\u00e7in mevcut tarife dilimi yeniden de\u011ferleme oran\u0131 kadar art\u0131r\u0131ld\u0131\u011f\u0131nda 158.000 TL civar\u0131nda bir tutar elde edilmektedir. 2025 y\u0131l\u0131 i\u00e7in vergi dilimi tarife dilimi bu \u015fekilde belirlenirse, olmas\u0131 gereken tarife dilimi ile arada 257.339 TL\u2019lik bir fark s\u00f6z konusu olacak.<\/p>\n<h4>Asgari \u00fccret ve vergi tarife dilimleri:<br \/>\n2000&#8217;de gelir vergisi ilk dilimi asgari \u00fccretin 22 kat\u0131yken 2024&#8217;te 5,5 kat\u0131na geriledi<\/h4>\n<p style=\"font-weight: 400;\">Y\u0131llard\u0131r ilk vergi tarife diliminin asgari \u00fccret art\u0131\u015f\u0131ndan daha az art\u0131r\u0131lmas\u0131 sebebiyle asgari \u00fccret ve gelir vergisi ilk tarife dilimi yak\u0131nsamaktad\u0131r. 2000 y\u0131l\u0131nda ilk vergi dilimi 2.500 TL ve ayl\u0131k br\u00fct asgari \u00fccret 114 TL idi. \u0130lk vergi dilimi br\u00fct asgari \u00fccretin 21,9 kat\u0131 kadard\u0131. 2000-2024 aras\u0131nda vergi dilimi ve asgari \u00fccret giderek birbirine yak\u0131nla\u015ft\u0131. 2024 y\u0131l\u0131nda ilk vergi dilimi 110.000 TL ve br\u00fct asgari \u00fccret ise 20.003 TL olarak belirlendi. B\u00f6ylece ilk vergi dilimi asgari \u00fccretin 5,5 kat\u0131na kadar geriledi.<\/p>\n<h4>\u0130\u015fverenlere sa\u011flanan SGK prim deste\u011fi i\u015f\u00e7ilere de sa\u011flanmal\u0131d\u0131r:<br \/>\n\u0130\u015fverenlere son 14 y\u0131lda B\u00fct\u00e7e&#8217;den 60 milyar dolar SGK prim deste\u011fi sa\u011fland\u0131!<\/h4>\n<p style=\"font-weight: 400;\">2008\u2019den itibaren SGK i\u015fveren prim pay\u0131n\u0131n 5 puan\u0131 b\u00fct\u00e7eden kar\u015f\u0131lanmaktad\u0131r. 2010\u2019da 3,8 milyar TL olan i\u015fverenlere 5 puanl\u0131k SGK prim deste\u011fi, 2024\u2019te 165,9 milyar TL\u2019ye ula\u015fm\u0131\u015ft\u0131r.<\/p>\n<p style=\"font-weight: 400;\">2010 y\u0131l\u0131ndan bu yana i\u015fverenlere yap\u0131lan SGK prim deste\u011fi dolar cinsinden toplam 60 milyar dolar olmu\u015ftur. 15 Kas\u0131m 2024 tarihi kuruyla (34,36) 2010-2024 aras\u0131 b\u00fct\u00e7eden i\u015fverenlere yap\u0131lan 5 puanl\u0131k prim deste\u011fi 2,1 trilyon TL\u2019ye yakla\u015fm\u0131\u015ft\u0131r.<\/p>\n<p style=\"font-weight: 400;\">\u0130\u015f\u00e7ilere de i\u015fverenlere oldu\u011fu gibi 5 puanl\u0131k SGK prim deste\u011fi uygulanmal\u0131 ve i\u015f\u00e7ilerin sosyal g\u00fcvenlik primlerinin 5 puan\u0131 Hazine\/B\u00fct\u00e7e taraf\u0131ndan kar\u015f\u0131lanmal\u0131d\u0131r.
