Birinci bile\u015fen do\u011frudan vatanda\u015fa d\u00f6n\u00fck nakit destekler ve harcamalar iken (h\u00fck\u00fcmet harcamalar\u0131nda art\u0131\u015f ve vergi gelirlerinde azalma) ikinci bile\u015fen ise i\u015fletmelere, \u015firketlere ve bankalara (sermayeye) sa\u011flanan finansman desteklerinden ve \u00e7e\u015fitli mali kolayl\u0131klardan olu\u015fuyor.<\/p>\n<p>Covid-19 d\u00f6neminde nakit harcamalar\u0131n ve gelir desteklerinin GSYH i\u00e7indeki pay\u0131, salg\u0131na d\u00f6n\u00fck nakit harcamalar\u0131n ve vatanda\u015flara y\u00f6nelik nakit gelir desteklerinin milli gelirin ne kadar\u0131n\u0131 olu\u015fturdu\u011funu g\u00f6stermektedir. Y\u00fczde 16,7 ile ABD, y\u00fczde 16,2 ile \u0130ngiltere ve y\u00fczde 16,1 ile Avustralya, Yeni Zelanda\u2019y\u0131 izledi.<\/p>\n<p>Covid-19 d\u00f6neminde h\u00fck\u00fcmetlerce yap\u0131lan nakit harcama ve gelir desteklerinin GSYH i\u00e7indeki pay\u0131n\u0131n en az oldu\u011fu \u00fc\u00e7 \u00fclke ise (IMF tasnifinde yer alan se\u00e7ilmi\u015f \u00fclkeler i\u00e7inde d\u00fc\u015f\u00fck gelirli \u00fclkeler hari\u00e7)\u00a0<b>Meksika, T\u00fcrkiye ve Arnavutluk<\/b> oldu. Meksika\u2019da nakit harcamalar\u0131n ve gelir desteklerinin GSYH i\u00e7indeki pay\u0131 y\u00fczde 0,7\u2019dir. Romanya, Pakistan, Danimarka, Finlandiya, Endonezya, Rusya, Bulgaristan, Kore, \u0130sve\u00e7, Norve\u00e7, Arjantin, \u0130spanya, Hollanda, \u00c7ekya, \u00c7in ve \u0130svi\u00e7re\u2019de sa\u011fl\u0131k d\u0131\u015f\u0131 nakit harcama ve gelir destekleri \u00fclkelerin GSYH\u2019si i\u00e7inde y\u00fczde 1 ile 5 aras\u0131nda de\u011fi\u015fiyor. Meksika, Nepal, Arnavutluk ve T\u00fcrkiye\u2019de ise sa\u011fl\u0131k d\u0131\u015f\u0131 nakit harcamalar\u0131n GSYH i\u00e7erisindeki pay\u0131 y\u00fczde 1\u2019in alt\u0131ndad\u0131r. T\u00fcrkiye, Nepal ve Meksika\u2019dan sonra \u00fclkeler aras\u0131nda Covid-19 d\u00f6neminde \u00e7al\u0131\u015fanlara nakdi deste\u011fi en az yapan \u00fclke olmu\u015ftur. T\u00fcrkiye\u2019de bu oran y\u00fczde 0,8 d\u00fczeyinde kalmaktad\u0131r.<\/p>\n<p>Covid-19 d\u00f6neminde yap\u0131lan nakit harcamalar\u0131n toplam ekonomik ve parasal desteklere oran\u0131na bak\u0131ld\u0131\u011f\u0131nda y\u00fczde 90 ile Avustralya, y\u00fczde 88 ile Yeni Zelanda ve y\u00fczde 87 ile ABD ilk s\u0131ralarda yer al\u0131rken, T\u00fcrkiye, Covid-19 d\u00f6neminde yap\u0131lan nakit harcamalar\u0131n toplam ekonomik ve mali desteklere oran\u0131 y\u00fczde 11 ile son s\u0131rada yer alm\u0131\u015ft\u0131r.<\/p>\n<p>T\u00fcrkiye\u2019de Covid-19 kapsam\u0131nda 2020 y\u0131l\u0131nda yap\u0131lan toplam nakit deste\u011fi 42,8 milyar TL\u2019dir. T\u00fcrkiye taraf\u0131ndan yap\u0131lan nakit destek ve harcamalar hem oransal hem de miktar olarak di\u011fer \u00fclkeler ile kar\u015f\u0131la\u015ft\u0131r\u0131lamayacak kadar d\u00fc\u015f\u00fckt\u00fcr. \u00d6te yandan T\u00fcrkiye\u2019de yap\u0131lan toplam 42,8 milyar TL\u2019lik nakit transferin 35 milyar TL\u2019si i\u015fsizlik sigortas\u0131 fonundan, yakla\u015f\u0131k 6,4 milyar\u0131 <strong>Sosyal Yard\u0131mla\u015fma ve Dayan\u0131\u015fma Fonundan<\/strong> ve 2 milyar TL\u2019si ise ba\u011f\u0131\u015f kampanyas\u0131ndan sa\u011flanm\u0131\u015ft\u0131r.
