{"id":9770,"date":"2023-02-17T17:13:49","date_gmt":"2023-02-17T14:13:49","guid":{"rendered":"https:\/\/arastirma.disk.org.tr\/?p=9770"},"modified":"2024-04-19T11:37:37","modified_gmt":"2024-04-19T08:37:37","slug":"depremin-yaralarini-sarmak-icin-acil-sosyal-politika-talepleri","status":"publish","type":"post","link":"https:\/\/arastirma.disk.org.tr\/?p=9770","title":{"rendered":"Depremin yaralar\u0131n\u0131 sarmak i\u00e7in bilime, sosyal haklara, sosyal devlete ve dayan\u0131\u015fmaya ihtiyac\u0131m\u0131z var!"},"content":{"rendered":"<p style=\"text-align: center;\"><strong>Depremin yaralar\u0131n\u0131 sarmak ve \u00fclkeyi yeniden kurmak i\u00e7in acil sosyal politika talepleri<\/strong><\/p>\n<p>Kahramanmara\u015f, Hatay, Ad\u0131yaman, Gaziantep, Malatya, Diyarbak\u0131r, Adana, \u015eanl\u0131urfa, Osmaniye ve Kilis illerimizde b\u00fcy\u00fck bir y\u0131k\u0131ma yol a\u00e7an depremde ya\u015fam\u0131n\u0131 kaybeden insanlar\u0131m\u0131z\u0131n ailelerine ve yak\u0131nlar\u0131na ba\u015fsa\u011fl\u0131\u011f\u0131 ve yaral\u0131lara acil \u015fifalar diliyoruz.<\/p>\n<p>6 \u015eubat 2023 tarihinde ger\u00e7ekle\u015fen Kahramanmara\u015f merkezli deprem b\u00fcy\u00fck bir felakete d\u00f6n\u00fc\u015ferek t\u00fcm T\u00fcrkiye\u2019yi derinden sarst\u0131. Cumhuriyet tarihinin en b\u00fcy\u00fck felaketine d\u00f6n\u00fc\u015fen depremde on binlerce ki\u015fi ya\u015fam\u0131n\u0131 yitirdi, can kay\u0131plar\u0131 her ge\u00e7en g\u00fcn art\u0131yor. Deprem hem b\u00fcy\u00fck bir insani y\u0131k\u0131ma hem de sosyo-ekonomik a\u00e7\u0131dan ciddi sorunlara yol a\u00e7t\u0131.<\/p>\n<p>Depremleri \u00f6nlemek m\u00fcmk\u00fcn de\u011fildir ancak depremin bir felakete d\u00f6n\u00fc\u015fmesini ve do\u011fal risklerin y\u0131k\u0131c\u0131 sonu\u00e7lar\u0131n\u0131 \u00f6nlemek m\u00fcmk\u00fcnd\u00fcr. Gerek deprem \u00f6ncesinde gerekse deprem s\u0131ras\u0131nda ve sonras\u0131nda al\u0131nacak \u00f6nlemler ve haz\u0131rl\u0131klar ile depremin insani ve sosyal bir felakete d\u00f6n\u00fc\u015fmesi engellenebilir.<\/p>\n<p>Ya\u015fad\u0131\u011f\u0131m\u0131z b\u00fcy\u00fck felaketin as\u0131l sebebi bilimin esas al\u0131nmamas\u0131, kamuculu\u011fun, planlaman\u0131n ve sosyal devletin terk edilmesidir. Depremle birlikte piyasac\u0131l\u0131k, rant\u00e7\u0131l\u0131k ve sermayenin ihtiya\u00e7lar\u0131n\u0131 \u00f6nceleyen politikalar da \u00e7\u00f6km\u00fc\u015ft\u00fcr. Bu b\u00fcy\u00fck felaket sadece teknik bir konu de\u011fildir, mesele sadece bir teknik ihmal meselesi de\u011fildir. Deprem do\u011fald\u0131r ancak felaket sistemsel bir sorundur, izlenen politikalar\u0131n bir sonucudur. Deprem de\u011fil ama deprem sonras\u0131 ya\u015fananlar siyasal ve s\u0131n\u0131fsald\u0131r.<\/p>\n<p>Deprem \u00f6ncesinde \u00f6nlemlerin al\u0131nmamas\u0131, deprem sonras\u0131nda etkin bir arama kurtarma \u00e7al\u0131\u015fmas\u0131n\u0131n yap\u0131lmamas\u0131, ciddi bir organizasyonsuzluk ya\u015fanmas\u0131, devlet kurumlar\u0131n\u0131n mevzuattan do\u011fan yetkilerini dahi kullanmaktan ka\u00e7\u0131nmas\u0131 ve bunlar\u0131n sonucunda ya\u015fanan gecikme nedeniyle \u00e7ok say\u0131da insan\u0131n enkaz alt\u0131nda ya\u015fam\u0131n\u0131 yitirmesinin hesab\u0131 mutlaka sorulmal\u0131d\u0131r. Depremin felakete d\u00f6n\u00fc\u015fmesinin sorumlulu\u011fu esas olarak h\u00fck\u00fcmetindir. 21 y\u0131ld\u0131r \u00fclkeyi y\u00f6netenler bu felaketin esas sorumlular\u0131d\u0131r. Sorumluluk birka\u00e7 m\u00fcteahhit, b\u00fcrokrat ve teknokrata y\u0131k\u0131lamaz. Ki\u015fisel sorumlulu\u011fu olanlar etkin bi\u00e7imde yarg\u0131lanmal\u0131 ve cezaland\u0131r\u0131lmal\u0131d\u0131r ancak felaketin siyasal sorumlular\u0131 da hesap vermelidir.<\/p>\n<p>D\u0130SK depremin felakete d\u00f6n\u00fc\u015fmesine yol a\u00e7an vahim hatalar\u0131 dile getirmeye devam edecek, sorumlular\u0131n hesap vermesi i\u00e7in m\u00fccadele edecek ve b\u00f6ylesi bir felaketin bir daha ya\u015fanmamas\u0131 i\u00e7in elinden gelen \u00e7abay\u0131 g\u00f6sterecektir. D\u0130SK depremin yaratt\u0131\u011f\u0131 b\u00fcy\u00fck felaketin yaralar\u0131n\u0131n bir an \u00f6nce sar\u0131lmas\u0131 i\u00e7in b\u00fct\u00fcn kamusal olanaklar\u0131n ve toplumsal dayan\u0131\u015fman\u0131n seferber edilmesi gerekti\u011fine inanmaktad\u0131r. Bunun i\u00e7in bir dizi acil sosyal politika \u00f6nlemine ihtiya\u00e7 vard\u0131r. Bunlar \u00e7al\u0131\u015fma hayat\u0131, i\u015f ve gelir g\u00fcvencesi, sosyal g\u00fcvenlik, bar\u0131nma ve e\u011fitim olmak \u00fczere acil ve derhal al\u0131nmas\u0131 gereken sosyal politika \u00f6nlemlerini kapsamaktad\u0131r.\u00a0<a href=\"http:\/\/arastirma.disk.org.tr\/wp-content\/uploads\/2023\/02\/DEPREM_SosyalPolitika_01.pdf\"><strong>D\u0130SK bu temel yakla\u015f\u0131mla a\u015fa\u011f\u0131daki sosyal politika \u00f6nlemlerinin h\u0131zla hayata ge\u00e7irilmesini talep etmektedir.<\/strong><\/a><\/p>\n<p><strong>D\u0130SK acil olarak hayata ge\u00e7irilmesi gereken sosyal politika \u00f6nlemlerini ve \u00f6nerilerini a\u015fa\u011f\u0131da s\u0131ralamaktad\u0131r:<\/strong><\/p>\n<ul>\n<li>Depremzedelere ya\u015famlar\u0131n\u0131 s\u00fcrd\u00fcrmek ve yeniden kurabilmek i\u00e7in do\u011frudan veya dolayl\u0131 \u00e7e\u015fitli kamusal destekler sa\u011flanmal\u0131d\u0131r.<\/li>\n<li>Depremzedelerin elektrik, su, do\u011falgaz ve ileti\u015fim fatura bor\u00e7lar\u0131 silinmelidir. Depremzedeler bu hizmetlerden bedelsiz yararlanmal\u0131, depremzedelerin vergi bor\u00e7lar\u0131 ile kredi kart\u0131 ve ihtiya\u00e7, konut ile ta\u015f\u0131t kredi bor\u00e7lar\u0131 silinmelidir.<\/li>\n<li>Depremzedelere yeterli kira ve ev e\u015fyas\u0131 deste\u011fi sa\u011flanmal\u0131d\u0131r<\/li>\n<li>Depremde hayat\u0131n\u0131 kaybedenlerin hak sahiplerine prim \u00f6deme ve \u00e7al\u0131\u015fma s\u00fcresi ko\u015fullar\u0131 aranmaks\u0131z\u0131n \u00f6l\u00fcm ayl\u0131\u011f\u0131 ba\u011flanmal\u0131d\u0131r.<\/li>\n<li>Deprem sebebiyle meslekte kazanma g\u00fcc\u00fcn\u00fcn en az y\u00fczde 60\u2019\u0131n\u0131 kaybedenler prim ve sigorta s\u00fcresi \u015fart\u0131 aranmaks\u0131z\u0131n malul say\u0131lmal\u0131 ve malull\u00fck sigortas\u0131ndan ayl\u0131k ba\u011flanmal\u0131d\u0131r.<\/li>\n<li>Depremden zarar g\u00f6rm\u00fc\u015f i\u015f\u00e7ilerin korunmas\u0131 i\u00e7in derhal i\u015ften \u00e7\u0131karma (fesih) yasa\u011f\u0131 getirilmelidir.<\/li>\n<li>Depremzede i\u015fsizler \u00f6nko\u015ful aranmaks\u0131z\u0131n i\u015fsizlik \u00f6dene\u011finden yararlanmal\u0131d\u0131r.<\/li>\n<li>Deprem b\u00f6lgesinde k\u0131sa \u00e7al\u0131\u015fma \u00f6dene\u011fi \u00f6n ko\u015fulsuz verilmelidir.<\/li>\n<li>Deprem nedeniyle i\u015ften ayr\u0131lmak isteyen depremzedelerin k\u0131dem tazminat\u0131 \u00f6denmelidir.<\/li>\n<li>Afetle m\u00fccadele kapsam\u0131nda yeni istihdam yarat\u0131lmal\u0131 ve i\u015fverenlere afetzede \u00e7al\u0131\u015ft\u0131rma y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fc getirilmelidir.<\/li>\n<li>Enkaz kald\u0131rma \u00e7al\u0131\u015fmalar\u0131 s\u0131ras\u0131nda i\u015f\u00e7i sa\u011fl\u0131\u011f\u0131 ve halk sa\u011fl\u0131\u011f\u0131 kurallar\u0131na uyulmal\u0131d\u0131r.<\/li>\n<li>G\u00fcvenli konutlar olu\u015fturuluncaya kadar depremzedeler ge\u00e7ici olarak konaklama tesisleri ile uygun kamu tesislerine yerle\u015ftirilmeli, KYK yurtlar\u0131nda \u00fcniversite \u00f6\u011frenimine devam eden \u00f6\u011frenciler bar\u0131nmaya devam etmelidir.
